Neptune Declaration

The Neptune Declaration, signed by more than 850 organizations, outlines the main actions that need to be taken to resolve the crew change crisis.

Crew Change Indicator

Understanding the extent of the crew change crisis and how it evolves is a key prerequisite to resolving it. This cannot be done without reliable data on the numbers of seafarers currently stranded onboard vessels.

The Neptune Declaration Crew Change Indicator provides up to date information on the crew change situation. The Indicator is published once a month and is based on data from major ship managers across all the key segments.

The indicator provides information on:

  • the percentage of seafarers who are onboard beyond the expiry of their initial contracts
  • the percentage of seafarers who have been onboard over 11 months, and
  • the percentage of seafarers who have been vaccinated.

As top ship managers are making significant efforts – and are often better placed – in facilitating crew changes, the Neptune Declaration Crew Change Indicator cannot be used directly to calculate the full numbers of seafarers impacted by the crew change crisis. Likewise, the calculated percentage of seafarers who have been vaccinated is likely to overestimate the actual proportion of vaccinated seafarers.
